INTRODUCTION
AARC Environmental Solutions Pty Ltd (AARC) has been commissioned by Norton Gold Fields Limited (Norton) to develop a Replacement Plan of Operations (PoO) for the Mount Morgan Project (the Project). This PoO will replace the previous PoO, which was submitted in January 2018 to the Department of Environment and Science (DES).

BACKGROUND
Following the discovery of gold at Mount Morgan in 1882, the site became one of the most productive gold and copper mines in the world. Operations continued for over 100 years, during which time mining activities resulted in a series of significant environmental impacts on the mine site and adjacent Dee River. The Mount Morgan Mine ceased operations in 1990, and in 1993 the State government accepted responsibility to manage the historical environmental impacts of the mine site. The Mining Leases (MLs) which constitute the former Mount Morgan Mine site are currently registered in the name of Norton. Norton is the holder of an Environmental Authority (EA) EPML00433013 (Level 1 – Mining Activities) for the Project. Both the MLs and the EA were transferred to Norton from Moonraker Pty Ltd (Moonraker) in early 2008. The Abandoned Mines Unit of the Department of Natural Resources, Mines and Energy (DNRME) is currently responsible for environmental management and compliance of the site in accordance with the Phase 2 Agreement (2013). Under this agreement, Norton is not liable and will not have to conduct any rehabilitation works (under this Agreement or as required under the PoO) in relation to any part of the Mine Site (including the area of Mining Operations) to rectify or rehabilitate any previous site disturbance.

TERM OF PLAN
The term of this PoO will cover a period of five (5) years, from 23 rd March 2019 to 22 nd March 2024. During the term of this PoO the Mount Morgan Mine will remain in care and maintenance. Limited activities will include those associated with maintenance and environmental investigations. This PoO replaces the PoO submitted in January 2018. This replacement PoO entails Care and Maintenance and environmental monitoring activities. No amendments to EPML00433013 have occurred since the 2018 PoO was submitted.
