The objectives of the NC Act are achieved through an integrated and comprehensive conservation strategy that protects and conserves threatened and special interest species and their habitat and protected areas. Matters of State Environmental Significance (MSES) are defined under the Environmental Offsets Act 2014 as: • Protected areas (including all classes of protected area except coordinated conservation areas) under the Nature Conservation Act 1992 (Qld); • Marine parks and land within a 'marine national park', 'conservation park', 'scientific research', 'preservation' or 'buffer' zone under the Marine Parks Act 2004 (Qld); • Highly protected zones of State marine parks under the Environmental Offsets Regulation 2014 (Qld) , Schedule 2; • Areas within declared fish habitat areas that are management A areas or management B areas under the Fisheries Regulation 2008; • Fish habitat areas under the Environmental Offsets Regulation 2014 (Qld) , Schedule 2; • Waterways providing for fish passage under the Environmental Offsets Regulation 2014 (Qld) , Schedule 2; • Marine plants under the Environmental Offsets Regulation 2014 (Qld) , Schedule 2; • Threatened wildlife under the Nature Conservation Act 1992 (Qld) and special least concern animals under the Nature Conservation (Wildlife) Regulation 2006; • Protected wildlife habitat under the Environmental Offsets Regulation 2014 (Qld) , Schedule 2; • Connectivity areas under the Environmental Offsets Regulation 2014 (Qld) , Schedule 2; • Designated precincts in strategic environmental areas under the Environmental Offsets Regulation 2014 (Qld) , Schedule 2; • Protected areas under the Environmental Offsets Regulation 2014 (Qld) , Schedule 2; • Regulated vegetation under the Vegetation Management Act 1999 (Qld) (VM Act) that is: o Category B areas on the regulated vegetation management map, that are 'endangered' or 'of concern' regional ecosystems; o Category C areas on the regulated vegetation management map that are 'endangered' or 'of concern' regional ecosystems; o Category R areas on the regulated vegetation management map; o Regional ecosystems that intersect with watercourses identified on the vegetation management watercourse and drainage feature map; o Regional ecosystems that intersect with wetlands identified on the vegetation management wetlands map; • Strategic Environmental Areas under the Regional Planning Interests Act 2014 (Qld); •
