7.11.2 Impact Assessment Whilst the scale of mineral waste to be generated may increase through the proposed amendment, no additional waste impacts are anticipated as the Upper Mundic Gully TSF has been designed in accordance with best practice in accordance with relevant DETSI Guidelines and ANCOLD and provides additional engineering controls in the form of robust bituminous geomembrane liner to reduce seepage. The setting within Upper Mundic Gully provides the most favourable location to mitigate potential environmental harm associated with typical TSF hazards such as overtopping and piping failure. Approval and operation of the Upper Mundic Gully TSF will reduce the likelihood of overtopping events from structures potentially impacting offsite environmental values and reducing operational pressures on the DNRMMRRD operated Water Treatment Plant that adjoins the OCP. Waste storage features have, and will continue to operate under the requirements of the site waste management plan and Schedule E – Waste of the EA. 7.11.3 Management Practices Heritage Minerals Waste Management Procedure provides standard controls for management of construction and operational waste. This includes implementation of the waste hierarchy, identification and segregation of waste streams, waste disposal and waste tracking. All construction and operational waste (excluding mine waste) that cannot be economically returned to suppliers, reused or recycled offsite will be sent to local landfill or other licenced waste disposal facility in accordance with current regulatory provisions. The existing waste management plan for the Mount Morgan Mine has been provided in Appendix F. The primary objective for waste management associated with these amendments will be to ensure that waste is transported, generated, stored and disposed in a way that protects all environmental values and complies with relevant regulatory provisions.
