7.12.2 Impact Assessment A summary of all estimated GHG emissions by year is provided in Table 65. The Project is estimated to generate 11,614 t CO 2 -e of GHG emissions (Scope 1 and 2) across its 7-year life. The maximum annual emissions for the Project are estimated as 9,947 t of CO 2 -e, occurring in 2028 during construction. This year accounts for 86% of total Project emissions, with drastic reductions in emissions during operation and closure, as shown in Figure 54. Furthermore, vegetation clearing is the largest source of Project emissions, accounting for 66% of total emissions.
Figure 54. Estimated Scope 1 and 2 Emissions by Year
In accordance with DETSI guidelines this application falls under the category of low emitter being less than 25,000 tonnes CO 2 -e per year. As specified in Table 3 of the Greenhouse Gas Emissions Guidelines (DETSI, Greenhouse Gas Emission, 2025) , Scope 3 emissions are not required to be assessed for low emitters. This year accounts for 86% of total Project emissions, with drastic reductions in emissions during operation and closure. The contribution of the Project’s annual emissions to the annual GHG emissions inventory of Australia is 0.003% and to the inventory of Queensland is 0.009%. Therefore, the contribution the GHG emissions generated from the Project are determined to be a minor contributor to state and national emissions. Emission management practices outlined in this assessment will be used to reduce Project emissions to the extent practicable and opportunities for emission mitigation in the future will continue to be identified.
