TSF basis of design
The staged construction of the UMG TSF will be as follows: — Stage 1 – Reshape of existing mine spoil dump and construct starter embankment (RL 360 m) — Stage 2 – Raise embankment across top of spoil dump to top of gully ridgeline (RL 390 m).
2.1 Embankment earthworks volumes
A high-level estimate of cut and fill volumes required for the embankment construction are presented in .

Figure 2.1 illustrates the locations of the spoil dumps, that will supply material for embankment construction, and planned haul routes.
2.2 Regulatory requirements and industry guidelines Regulatory and internal governance requirements applicable to the UMG TSF are outlined below. Design and operational documentation should be reviewed, and appropriate changes made, if requirements contained within are updated.
2.2.1 Queensland regulatory guidelines
The regulatory guidelines applicable to the facilities design are as follows: — DETSI The Manual for Assessing Consequence Categories and Hydraulic Performance of Structures [2] — DETSI Structures which are dams or levees constructed as part of environmentally relevant activities [3] — EA EPML00433013; A-EA-AMD-100968556 under section 140 of the Environmental Protection Act 1994 [4].
2.2.2 National guidelines
Guidelines prepared by the Australian National Committee of Large Dams (ANCOLD) applicable to TSFs include: — Guidelines on Tailings Dams; Planning, Design, Construction, Operation and Closure [5] — Guidelines on the Consequence Categories for Dams [6] — Guidelines for Design of Dams and Appurtenant Structures for Earthquake [7] — ANCOLD Guidelines on Risk Assessment [8] — Australian Rainfall and Runoff, A Guide to Flood Estimation [9].
2.3 Basis of Design
The design criteria for the UMG TSF are presented in Table 2.2.
