Regulatory requirements

The proposed development of the UGM TSF forms part of an amendment to Environmental Authority (EA) EPML00433013 held by Heritage Minerals, which represents an ammendmentunder the Environmental Protection Act 1994. As part of this process, the Department of the Environment, Tourism, Science and Innovation (DETSI), as the administering authority, issued an Information Request (IR) seeking further information to support assessment of the EA amendment application. The IR reflects regulatory concern that the proposed TSF may introduce new or altered risks to Environmental Values (EVs), particularly groundwater, surface water interactions, and seepage pathways that were not previously authorised or adequately characterised. The IR explicitly identifies the need for improved definition of seepage risks, verification of assumptions, and development of appropriate management and monitoring measures to ensure the TSF design and operation are consistent with the environmental management intent of the EA.

In the context of the regulatory requirements, this SMP:

— Consolidates the current understanding of hydrogeological conditions and seepage behaviour relevant to the UGM TSF, based on available information; — Documents assumptions, limitations, and areas of uncertainty identified through the hydrogeological conceptualisation, acknowledging where further information is required to increase confidence; and — Establishes a management framework to guide the planning and prioritisation of targeted investigations, monitoring programs, and further assessments required to address knowledge gaps and test key assumptions over time. The SMP addresses DETSI’s requirements by establishing an adaptive, evidence‑based framework for seepage management, rather than relying on a single‑stage assessment. The SMP supports regulatory assessment by documenting how potential seepage risks will be identified, monitored, and managed over the Project lifecycle, and how information generated through ongoing and future investigations will be used to progressively refine seepage conceptualisation, management measures, and monitoring programs in accordance with the requirements of the EA.
